Unfortunately, it is.
It seems to trigger this piece of code in avcodec/h264.c:
if(h->slice_num >= MAX_SLICES){
av_log(s->avctx, AV_LOG_ERROR, "Too many slices, increase
MAX_SLICES and recompile\n");
}
the result of which is a crash (log level = AV_LOG_ERROR).
