 when I play the video in VLC it gives me the following details on the
 Codec:

 Stream 0
    Type: Video
    Codec: Motion JPEG Video (QIVG)
    Resolution: 352x288
    Frame Rate: 30

 I'd would like to use ffmpeg to decode the video into mp4 and also use a
 new audio and video codec if that is possible.
