Comment:

 Found this issue while working on some screenshot comparisons; figured I'd
 post 'em as another reproduction:
 rgb48 = frame extracted from H.264 High 10 video with -ss and -vframes 1
 rgb24 = same, but with -filter:v "format=rgb24"
 VLCSnap = snapshot of same frame using VLC (probably irrelevant)
 Preview = rgb48 frame downsampled to rgb24 using OSX's Preview.app (to
 show that it's possible to downsample this image without banding)
