 I'm not sure if it is something that can be fixed on this side or not. I
 wanted to report it before I forgot about it, but I was unable to spend
 more time investigating it. If isn't our issue then it can be closed as
 invalid (and reported to WebRTC or wherever if appropriate).

 I expect Timothy Gu would be more useful here than me. I got the library
 from https://github.com/TimothyGu/libilbc, but I'm not sure if that is the
 correct repository.
