 Changing it to:

 -c:a:2 ac3 -ac:2 6 -ab:2 448k -ar:2 48000 -c:a:3 aac -ac:3 2 -ab:3 192k
 -ar:3 48000

 Had the same results.  The AC3 track is 2 channel stereo the same as the
 aac track
