 I can not to reproduce the issue I used VS2013 to compile ffmpeg for
 windows x64.
 Could you please try build by link below with same command line at your
 side?

 If it work correct, then issue locates in compilation settings.
 Else issue is external (issue with intel driver, library, hardware etc).
