 Summary of the bug:

 Any attempt to use the "deband" filter with ffmpeg on Windows results in
 an immediate crash. It does not seem to matter what input or output or
 codec or any other settings, though I did not try all possible
 combinations. The crash is an access violation, but I cannot get debug
 information currently.
