 I haven't tried on Bay Trail recently and don't have one to hand at the
 moment, but I'm pretty sure this works there.

 Try upgrading libva and the VA driver?  (Really the VA driver, but they
 should be upgraded together.)  The kernel itself shouldn't be relevant
 once it has the platform support, which it clearly does for this to work
 at all.
