How can I reproduce this?
Which software fails for the produced files but succeeds if the values are
changed?

Has this value ever changed?
Since I don't have access to the mentioned SMTP document, I suggest you
send a patch made with {{{git format-patch}}} to the FFmpeg development
mailing list.
